EncodingSleuth

EncodingSleuth Text is a distributable Java library that examines streams of bytes to determine whether they represent encoded text, and to detect the character set used to encode the original text into bytes. It uses sophisticated algorithms and empirically derived statistics to do this with maximum accuracy and efficiency. EncodingSleuth is ideal for programs that need to process text whose encoding is not known at design time.
